DELIMITATION COMMISSION
Why in News
“The delimitation of constituencies for the Lok Sabha and State Legislative Assemblies is to be carried
out on the basis of the fi rst Census after 2026.”
Delimitation means the process of fi xing the number of seats and boundaries of territorial
constituencies in each State for the Lok Sabha and Legislative assemblies.
The Delimitation Commission of India is a commission established in 1951 by the Government
of India.
The commission’s main task is to redraw the boundaries of assembly and Lok Sabha constituencies
based on recent census data.
The Delimitation Commission is appointed by the President of India and works in collaboration
with the Election Commission of India.
It also includes determining the seats to be reserved for Scheduled Castes (SC) and Scheduled
Tribes (ST) in these houses.
Article 82 and 170 of the Constitution provide that the number of seats in the Lok Sabha and
State Legislative assemblies as well as its division into territorial constituencies shall be readjusted
after each Census. Such an exercise was carried out after the 1951, 1961 and 1971 Census.
This ‘delimitation process’ is performed by the ‘Delimitation Commission’ that is set up under
an act of Parliament. The Delimitation Commission is to work without any executive infl uence.
The Constitution mandates that the Commission’s orders are fi nal and cannot be questioned
before any court as it would hold up an election indefi nitely.
When the orders of the Delimitation Commission are laid before the Lok Sabha or State Legislative
Assembly, they cannot eff ect any modifi cation in the orders.
